Why this happens
Many IMM forms are dynamic, fillable PDFs. A lot of ordinary PDF tools, and browsers, can only read the static layer underneath, so they show a blank page, a "Please wait…" message, or fail outright when you try to merge one in with your other documents.
The fix, step by step
- Finish filling out and validating the form in the software you used to complete it, so any required barcode or validation data is generated.
- Save a copy of the completed, validated form.
- Run it through a flatten tool to convert the fillable fields into normal, static page content.
- Now merge it with your other documents like any regular PDF.
